Publication of two studies on uncovering Vieille-Mer and integrating the rainwater management lakes in Seine-Saint-Denis
In 2019, Apur carried out two new studies on water in the context of its partnership work programme: the first is an Atlas of Vieille-Mer and the rain water management lakes in Seine-Saint-Denis, the second proposes Guidelines for uncovering Vieille-Mer and integrating the Brouillards and Molette lakes.
The Atlas makes it possible to identify the issues connected to enhancing water in the urban context of the Department as a whole. It is an important tool for accompanying the Lake Investment Plan (PIB) adopted by the Departmental Council of Seine-Saint-Denis in September 2018. It focuses principally on the section of the plan that deals with the urban integration and aesthetics of the open air lakes. This study offers a framework for observation and widening ones urban knowledge so as to be able to compare situations and put the future of existing structures into perspective, as well as the place to be given to those of the future.
The study on Guidelines for revisiting the Vieille-Mer expands upon the Atlas going into greater depth. It focuses on the challenges of the Georges-Valbon Park section and its surrounding areas. This sector figures in numerous aspects of the lake investment plan -PIB-: the creation of a bathing area in a natural environment, the urban integration of the Brouillard and Molette lakes, their opening to the general public (the extension of the park), preservation and enhancement of biodiversity and particularly, the project to uncover the Vieille-Mer where it runs through the park.
This study of the area’s potential puts the issues linked to its transformation into perspective. It proposes guidelines for projects based on three main themes (accessibility, city/park links, enhancement of the hydraulic legacy) and proposes a sequenced programme plan (Croult-Morée confluence, inhabited gardens, ecological zone, panoramic viewpoints) linked to the identification of a valley that is both pleasurable and ecological. These aspirations aim to render visible and to enhance the cycle of water, showing the determination to take concrete action in an innovating and open-minded way.
The Lake Investment Plan -PIB- signifies a break with the historic missions of the Water and Sanitation Department of the Seine-Saint-Denis Departmental Council. These two studies contribute to this change and will serve to render the rain water management lakes a legacy, promote other uses and coordinate the action carried out by different services within the Department and a many other municipalities (Metropolitan, Regional, Public Territorial Establishments, Communes…). It is therefore a precious tool for assisting in the coherence of reflection carried out by the Department and the public policies it implements (urban development, mobility, socio-economic and environmental challenges).
