An analysis of the demand for social housing and a review of the proposals and allocations of social housing units in Paris in 2009

There were 182 955 SRU (Urban solidarity and renewal) social housing units in Paris as at 1st January 2009, i.e. 15.9% of principal residences. The number of households registered on the waiting list for housing in Paris rose to 119 467 on 31st December 2009, an increase of 3.1% compared to 2008. The increase in demand results almost exclusively from the registration of non Parisians (+ 3 597), the number of Parisian applicants remaining fairly stable (60 additional applicants between 2008 and 2009). Changes in the profile of applicants observed over the past ten years continue to evolve: the percentage of applicants on very low incomes is increasing, as is the number of households living in insecure accommodation, such as hotels, hostels or overnight shelters.

2008 was the first year in which the DALO law was implemented, establishing an enforceable right to housing. In 2009, the  system in its entirety was up and running and the provision  took on its full dimension. Since the law was implemented, 26874 appeals have been filed at the Paris Police headquarters with a view to obtaining social housing and 20809 decisions have been taken by the mediation board. 12682 appeals were approved and 8124 were rejected. Since the law was implemented, 795 households considered as priority cases have obtained housing in the context of the DALO procedure from the prefectural housing quota, 609 of these in 2009 alone.

Finally, the study presents a statement of social housing allocations. In 2009, the number of households that were allocated housing in Paris was estimated at 12000. Low tenant mobility limits the number of apartments available for new households.

In the social housing quota in the City of Paris, the rotation rate is particularly low (4.5% in 2009). Very evident in Paris, low rotation rates have also been observed in recent years on regional and national levels.
