Bourget Metropolitan hub – The territory's project guidelines
In partnership with the Municipal Community of the Bourget Airport conurbation and the Town of Blanc-Mesnil and within the framework of  studies taking place on the evolution of the  metropolis, Apur has accompanied urban studies developed on the territory of the Bourget metropolitan hub -Pôle Métropolitain du Bourget-, particularly in the areas of the future stations of the Grand Paris Express lines 15, 16  and 17, and has contributed to the territory's project guidelines and terms of reference.
The drawing up of these guidelines, carried out by Apur, was a result of ambitions shared by the municipality of the Bourget Airport conurbation CAAB and the Blanc-Mesnil Town Council, who are the contracting authorities, along with their partners the State, the Region, the Department, the public authority of the CA Plaine Commune conurbation , the development establishment EPA Plaine de France, the Societé du Grand Paris and the economic operators of the airport infrastructure. It has been co-ordinated by the local public organisation  SPL Le Bourget Grand Paris, created in 2012  by the Councils of the three CAAB towns and Blanc-Mesnil.
The guidelines and terms of reference, which are the basis of the territorial project for the metropolitan hub of Bourget, have two main objectives :
  • To stabilise the various assets achieved since 2008 : the projects of the Grand Paris Express, urban studies (carried out by the urbanist-architect agencies Castro, Portzamparc and Arep-Duthilleul), confirmation of a signed financial agreement based on business aviation and aeronautic activities;
  • To specify the development strategies and evolve a lasting and sustainable urban vision of the territory as a whole;
  • To throw light on the quality of life in the territory and make it more attractive for inhabitants
  • To participate in the creation of a metropolis which is more sustainable, more economic energetically and more respectful of the environment;
  • To form the basis of the Territorial Development Contract (CDT) to be validated by the State and local authorities in January 2014.

  • A second part presents the development strategies, economic, urban and environmental strategies as well as those concerned with mobility and habitat.
