Building social housing in Paris and its twenty-nine adjoining communes
This report reveals how far the supply of and demand for social housing is concentrated in Paris and its 29 adjoining communes, which represent the area covered by the study. 36% of the population of the region and 30% of the Solidarity and Urban Renewal (SRU) social housing stock are concentrated in this territory which constitutes 2% of the territory of Ile-de-France. The stock of SRU social housing in the 29 adjoining communes (155,000 housing units) is almost the same as that of Paris (161,000 housing units). This report emphasises how unequal the distribution is. The 20% threshold has been exceeded in three Parisian districts (13th, 19th, 20th) and in 22 communes out of 29. On the other hand, there are fewer than 2,000 SRU housing units in ten districts in the centre and to the west of the city as well as in seven adjoining communes (Neuilly, Nogent, Saint-Cloud, Saint-Mandé, Saint-Maurice, Vincennes).
In spite of the fact that the territory is densely built-up, the area being studied is the site of 27% of the regional construction of SRU social housing. Similarly, demand for social housing is concentrated in this area with 100,000 applications registered in Paris and 34,000 in the neighbouring communes. This represents 8% and 6% respectively of resident households. It should be noted that, relatively, demand is not highest in Paris. As a percentage of resident households, Saint-Ouen, Ivry, Aubervilliers, Gentilly, etc...have a higher proportion of housing applications. The study shows how important it is to continue to build social housing beyond the 20% threshold, in order to halt the process of social exclusivity in the centre of the conglomeration.
