This note presents the accepted method for defining and locating buildings constituting the de facto social housing stock -parc social de fait- in Paris as well as the results obtained.
It should be remembered that a study on this subject had already been carried out in 2006 by the research firm ATEMHA. It redefined the notion of the current -parc social de fait- in Paris, based on the similarity of the characteristics of tenants to those in social housing. Thus defined, the number of homes in the -parc social de fait- in Paris was 104,000 in 2003, 55,000 of which formed a hard core occupied by the least well-off. The study brought to light a trend of deterioration in the accommodation and buildings of the -parc social de fait-.
In 2007, it was decided to follow up this work in order to accurately identify and list the buildings concerned.
The State and the City of Paris want to consolidate these buildings providing social housing, either by buying them in order to preserve them for social occupation, or by encouraging their renovation by helping private landlords via housing improvement programmes. It is therefore important that the buildings concerned be identified and located.
