A project for the -Cité Michelet - estate Requalification propositions

Cité Michelet is one of the largest social housing estates, built at the end of the 60s,  consisting of almost 1800 housing units divided between sixteen eighteen-story tower blocks and one eight-story high-rise. It is located on the periphery of the urban social development project (DSU) Curial-Cambria Alphonse Karr and continued to figure in the 2000-2006 planning contract -Contrat de Plan-.  In 1999, the DAUC began to think about how the estate could be requalified. Initially this took the form of a first study which looked at the potential of the site , how it malfunctions and and proposing ways in which to develop a requalification project. This was presented to associations and local organisations at a public meeting on 10th June 2000.  Following this diagnostic phase, it was decided that redevelopment scenarios of the estate should be produced and a strategy chosen for carrying them out. This work, assigned to Apur, forms the content of this document which presents the various requalification scenarios. Four redevelopment propositions are put forward, all of which have these points in common : to create public gardens, to divide the estate into a number of urban islands with streets and lastly to improve the quality of the communal areas of residential buildings. Apart from these basic elements the scenarios vary according to the extent of demolition and reconstruction proposed.
