An old industrial site of over 100 hectares, the Saint-Ouen Docks form an exceptional site next to the Seine. The renovation operation planned by the town of Saint-Ouen represents an important element of the development of this territory at the heart of the conglomeration. With the City of Paris, owner of 10 hectares at the centre of this vast area, a shared project has been drawn up to convert the site. 
The plan is to form an urban ensemble of great diversity around a park of approximately 15 hectares and and to develop an urban project accommodating in the medium term 10,000 inhabitants and the same number of jobs. The challenges are at the same time social, economic and environmental and this large project cannot be achieved without a public transport network being developed. The territory is equally marked by the presence of the SYCTOM factory and the biggest CPCU factory. One of the project’s first objectives is also to modernise and reorganise these factories producing energy in order to make them more compatible with an urban environment and to direct their way of functioning towards using rail and the river services.
Apur, in close contact with SODEDAT 93 and departments of the City of Paris and of Saint-Ouen, has studied the development possibilities for the City of Paris’ land. This first work document brings together all the data collected, the main challenges of converting the site and the draw-backs, as well as some project outlines.
