Short-term rentals: an analysis of metropolitan public responses

Comparison of regulatory action taken in Barcelona, New York and Paris.

In the context of a collaborative undertaking between Apur and the Science Po Urban School, in liaison with the City of Paris, 4 Master students of Governing the Large Metropolis have compared how Barcelona, Berlin, New York and Paris regulate short-term, furnished, rented accommodation, taking into account the real estate and tourist socio-economic context particular to each city. 

In order to carry out this study, the students had to interview key players in charge of furnished rented accommodation in each city. They were accompanied by two researchers: Francesca Artioli, senior lecturer at Paris-Est Créteil University (Paris Urbanism School) and Antoine Courmont, researcher of the Science Po Chair “Cities and Digital Technologies”.

This comparative study sheds light on the development of short-term, furnished, rented accommodation in each city, using maps based on data from the InsideAirbnb website. It describes the diverse public authority responses of these 4 large cities and underlines how the work of services responsible for putting in place regulations is made complex because of a lack of data. The study also shows the very fast developing character of short-term furnished lets which cries out for a quick reaction to address the situation.
