This study aims to define the possible development projects for the area between the rues Bréguet, Popincourt, Chemin Vert and Froment in the 11th district, which is mainly occupied by private buildings used as homes and offices, grouped into three land plots and covering a surface of over a hectare. These three plots are owned by the postal service company, La Poste, who wants to sell them as part of a restructuration plan of their property legacy. This study forms the first stage of work to think about and liaise on the neighbourhood and the potential future which will inevitably transform the land plots. Firstly, an urban and economic diagnostic was made of the whole sector making it possible to uncover the constraints, assets and drawbacks of the site. It highlights the strategic dimension of the territory and the high stakes it represents: offering an exceptional area for construction in Paris, in an environment undergoing great socio-economic changes and as part of a dense, heterogeneous urban fabric it presents an opportunity to rebalance the east-west of the capital in the fields of economic development and job creation, as described in the new Local Urbanism Plan, PLU. With this in mind the study recommends that the nature and aims of the development project of the La Poste land plots should aim to enhance and develop the emerging professions thus bringing a certain atmosphere and a new image to the neighbourhood. On the basis of elements of the programme previously agreed upon, it proposes a number of reconversion scenarios for buildings, both with or without demolition, and assesses the constructive aspects of each hypothesis.
