The Innovation Arc began its life in 2015 born of the firm intention to support the development of the economy and employment in eastern Paris and the adjacent inner ring of suburbs, targeting particularly districts effected by the City Policy for urban and social cohesion.

In these districts jobs are rather scarce and mostly in the public sector. The Arc territory, where half the innovation venues of Greater Paris -Métropole du Grand Paris (MGP)- are concentrated, has had a growing employment and business activity since 2008, that the project aims to accompany and expand.
In 2017, nearly 60,000 establishments were created, the majority of which have a micro-entrepreneur status. These jobs play a part in the development of digital platforms and a collaborative economy.
